كان بخراسان رجلان: أحدهما يسمى بمسعود والآخر يسمى بمحمد. وكان لهما خمسة من الأصحاب، وهم من الفتّاك، ويعرفون بالعراق بالشطّار، ويعرفون بخراسان بسرابداران (سربداران)، ويعرفون بالمغرب بالصّقور. فاتفق سبعتهم على الفساد وقطع الطرق وسلب الأموال، وشاع خبرهم، وسكنوا جبلا منيعا بمقربة من مدينة بيهق، وتسمى أيضا مدينة سيزار (سيزوار). وكانوا يكمنون بالنهار. ويخرجون بالليل والعشي، فيضربون على القرى، ويقطعون الطرق، ويأخذون الأموال.1
